ERRO formed a Manufacturer Clearinghouse in 2018 in response to the changes in the Illinois electronics recycling law brought about by the Consumer Electronics Recycling Act (CERA). The Clearinghouse began operation in 2019 and all registered manufacturers in Illinois participate and fulfill their obligations through it. In June 2022, South Carolina’s Governor signed into law amendments to the South Carolina Manufacturer Responsibility and Consumer Convenience Information Technology Equipment Collection and Recovery Act. These changes allow for manufacturers of computer monitors and televisions to operate a Manufacturer Clearinghouse and fulfill their obligations to operate a manufacturer e-waste program for counties and municipalities who opt-in to the program. In response, ERRO established a Manufacturer Clearinghouse that began in operations on January 1, 2023. For more information for counties, solid waste authorities and municipalities on how to opt in for 2025, please see our South Carolina page at www.ecyclingro.org/sc.
